Libya and the War on Gaza: popular support and covert negotiations

Abstract

Palestina ha jugado siempre un rol relevante en la política exterior libia. Durante los primeros años en el poder de Muamar al-Gadafi, la lucha por la emancipación palestina se presentaba como la síntesis de los intereses árabes, musulmanes y del Tercer Mundo frente a la amenaza del imperialismo. A finales de los noventa, cuando el desmoronamiento de la URSS y la caída de los precios del petróleo fuerzan a Libia a transformar radicalmente su política exterior, la propuesta para la creación de una “Isratina” árabe y judía sirve a Gadafi para evidenciar su voluntad de acuerdo con Occidente, mientras que se producen los primeros contactos entre representantes libios e israelíes. En el escenario posterior a la guerra civil, y especialmente tras la llegada del primer ministro Abdel Hamid Dbaiba en 2021, queda patente que las élites en ambas mitades del país desean normalizar las relaciones con Israel a expensas del sentimiento popular mayoritario. La actual agresión contra Gaza ha puesto un freno temporal a unos acercamientos vinculados al sector energético y que, de consolidarse, podrían derivar en enfrentamientos armados.
