Abstract

Centralization, based on the principle of hierarchy-which implies a duty of obedience from lower officials to their superiors-is one of the key characteristics of Roman administration from the 4th to the 6th centuries AD. The legislation of this period regulated the promotion and advancement of public officials, prioritizing seniority and merit in public service for access to positions. Despite this, numerous laws had to be enacted to prohibit and punish suffragium (influence peddling) in an attempt to moralize public service and improve its performance.
